Entry restrictions:
Passengers traveling to China, Iran, as well as European countries will be denied entry.

Exceptions:
Exceptions are made for air cargo. Crew / empty crew members are admitted to the country individually.

Suspension of entry under the proclamation does not apply to US citizens. See the full list of exceptions in the official statement.

Designated airports of entry for US citizens
** US citizens entering a prohibited country must arrive at one of the following 13 airports: John F. Kennedy International Airport (JFK), New York, Chicago O’Hare Airport (ORD), San Francisco (SFO), Seattle Tacoma (SEA), Hawaii State Airport (HNL), Los Angeles (LAX), Atlanta (ATL), Washington Dulles (IAD), Newark Liberty Airport (EWR), Dallas Fort Worth (DFW), Detroit (DTW), Boston Logan (BOS), Miami (MIA).

This list can be updated, and relevant information is published in the Federal Register or by posting recommendations on the website www.cbp.gov.

Canada restrictions
On March 21, 2020, the United States and Canada temporarily restricted all non-essential trips across the land border of the two countries. The measure will be valid for 30 days, after which the issue of extension or removal of restrictions will be considered by both parties.

The Department of Homeland Security says restrictions do not affect commercial or freight air travel, but apply to passenger rail and ferry services.

Mexico restrictions:
The joint initiative began on Saturday, March 21, at 00:01 on the entire land border of the United States and Mexico for a period of 30 days. This period may be extended after consideration. All relevant details are available on the US Department of Homeland Security website.

1. Traveling on “substantial” occasions is exempt from restrictions, including US citizens and legal residents returning to the United States.
2. The following is a list of more important travel exceptions, as determined by the US Department of Homeland Security (each situation is considered individually):
– persons crossing the border for medical purposes;
– persons entering study;
– Persons moving to work in the United States;
– persons crossing the border in emergency situations and for public health purposes;
– Persons engaged in legal cross-border trade;
– persons making official government or diplomatic trips;
– US military personnel as well as spouses and children of US military personnel returning to the United States;
– persons making military trips or operations.
3. Currently, travel restrictions do not apply to air, freight rail or sea transport between the United States and Canada.

Crew Guide:
– The US Customs and Border Guard issued an explanation for the crew;
– ALL flights and ALL persons on board (including private jets) are automatically subject to COVID-19 immigration restrictions. Some exceptions are made only for empty flight crew members.
– The crew of the ferry flights can apply for a landing permit, but the decision will be made individually in each case.
– B1 visas are valid for foreign crew members working on private non-profit flights.

Travel Warning:
The Department of State recommends that US citizens avoid all international travel due to the global impact of COVID-19.
– The Department of Health is targeted at the United States Department of Health (USC). Recommended Level 4 advises US citizens to stay home, and those who are abroad should return home immediately. This is done in order to avoid possible further restrictions on the part of the United States or other countries that may make returning to the United States impossible.

– These are only recommendations for US citizens, not regulatory changes.

– Updates to immigration rules will come from the White House or Congress, and will be implemented in accordance with the rules and policies of the US Department of Homeland Security, as well as the US Customs and Border Guard.

USA states
Alaska
Alaska issued the Health Mandate 10.1, which entered into force March 25, 2020 in response to the spread of the COVID-19 virus. Crew members and staff from international flights and flights departing abroad for the night staying in Alaska must: travel as a group on vehicles provided by the business aviation complex, minimize contact with the ground crew, avoid sick people, isolate themselves in a hotel room for a while stay up to 14 days, monitor your health, avoid common areas, use the order of food in your room, do not accept visitors, except in cases of emergency medical care, observe social regulations station, observe hotel rules and do not use

Florida
All people arriving by air from three states in the New York area (Connecticut, New Jersey, and New York) must be self-insulated or quarantined within 14 days of entering Florida. The order does not apply to persons hired by airlines, or to those who perform military, emergency or medical services. Violators may be prosecuted.

Hawaii
All arriving passengers and crew will be subject to Compulsory Quarantine, which entered into force on March 26, 2020 at 00:01 GMT. Individuals and crew can leave the state at any time during the quarantine period. They are not required to spend all 14 days in the state.

Crew members are currently exempt from this rule, but additional information may be requested from the crew.

Technical stops are permitted if passengers or crew do not leave a private jet.

The quarantine period is 14 days. Tourists wait this time at the hotel, and residents and US citizens who return from abroad are required to stay at home. Departure from the hotel or from home to leave the state is acceptable.

Texas
GA-11, which specifically addresses air travel, extends to private / business aviation.

Initially, this procedure applied to flights from three states: New York, New Jersey and Connecticut, as well as from New Orleans. On March 29, this list was expanded to include California, Louisiana, Washington, Atlanta, Georgia, Chicago, Illinois, Detroit, Michigan, and Miami, Florida.

Regulatory authorities report that all persons on board an arriving flight from any of these places will need to go through quarantine on their own, fill out the appropriate forms, send a copy to travelform@dpstexas.gov and observe the mandatory self-isolation conditions for 14 days.

US territories
Puerto rico
The airport in Puerto Rico can accept aircraft, including private planes, making technical stops when arriving from abroad with or without passengers, depending on the country of departure. Transit for further movement along the international route is also possible. Local flight crew members are not required to be quarantined for 14 days or for the entire duration of their stay, as the requirements do not apply to private aviation flights. Private jet passengers are also not required to be quarantined for 14 days. The only airport available for flight operations due to COVID-19 is TJSJ. Consult with the U.S. Customs and Border Services or your local land service provider in advance.

US Virgin Islands
Customs reports that it does not accept any region with a high COVID-19 outbreak, such as New York, Spain, Italy, China, or any other place with a large number of infections. This means that private carriers must check each flight for compliance with current permits. At TIST Airport, this mandate is valid until April 25, and at TISX – until May 2, 2020.

The authorities of the US Virgin Islands announced the closure of the ports of this territory for all non-residents from March 25 to April 25.
